Kyrgyzstan made critical progress in improving the enabling legal environment and increasing public expenditure for scaling up HIV and social services for vulnerable and key populations, with notable support from the Joint Programme. The Government passed a new public health law guaranteeing access to free healthcare services, including opioid agonist therapy (OAT) for all citizens. The new HIV law introduced in 2022 ensures that people living with HIV can legally adopt children and guarantees access to all reproductive methods and technologies available in the country. This law further grants free primary, secondary and higher education to children who acquired HIV through nosocomial transmission in municipal or state healthcare facilities (UNDP).
