The coming years are crucial for the HIV response. While much progress has been achieved to reduce the HIV epidemic and mitigate its impact, many challenges, inequalities driving the HIV epidemic and gaps remain and communities are left behind. More than ever, there is stronger evidence of what is needed and possible to get the HIV response back on track.

The year 2021 has led to renewed commitments for a multidimensional HIV response that safeguards the important gains made in the 25 years of UNAIDS’ existence and the urgent need to close the HIV response gaps and reduce the inequalities that drive the epidemic. The Global AIDS Strategy 2021-2026. End inequalities. End AIDS. outlines the multisectoral approaches that are required to address the challenges ahead. Through an ambitious UN General Assembly Political Declaration on HIV and AIDS adopted in June 2021, the world renewed its strong commitments to the goal of Ending AIDS by 2030, global AIDS targets by 2025 and action and resources to achieve them.

 As the Joint United Nations Programme on HIV/AIDS (UNAIDS) celebrates its 25th anniversary, the 2022 - 2026 Unified Budget, Results and Accountability Framework (UBRAF) provides a clear roadmap for the Joint Programme’s action in the next 5 years and further enhance its unique role and critical contribution to the implementation of the Global AIDS Strategy 2021-2026 and translating the commitments of the 2021 Political Declaration on HIV and AIDS for progress towards ending AIDS as a public health threat by 2030.

The UBRAF is the central tool to guide and frame our Joint Programme’s action for results as part of the implementation of the Global AIDS Strategy and the Sustainable Development Goals. It  draws on lessons learned, builds on implementation and achievements made under the UBRAF 2016-2021 and was also informed by findings from evaluations including the Independent Evaluation of the UN system response to AIDS in 2016-2019 and other reviews.

Through the 2022-2026 UBRAF, UNAIDS will operationalize its work to catalyze the rapid implementation of the priority actions. The new UBRAF also shows how the Joint Programme aligns its footprint, capacity, ways of working and resource mobilization efforts with the new strategic priorities and result areas. UNAIDS will measure its performance, contributions and results against progress in country, regional and global HIV responses, with a specific focus on its contribution to support countries and communities to reduce inequalities that drive the AIDS epidemic and get the response on-track to ending AIDS by 2030.

The 2022-2026 UBRAF includes innovative and transformative shifts to strengthen its strategic focus for results and is informed by a clearly articulated theory of change approach and a commitment to the optimization of human and financial resources as part of broader efforts to enhance the Joint Programme’s overall effectiveness, efficiency and accountability. With this and a fully funded UBRAF, we will deliver the very best of the Joint Programme.

The 2022–2026 UBRAF Results Framework provides the basis for the Joint Programme’s work and its contributions to the Global AIDS Strategy and SDGs. Through its capacities to tackle HIV-related inequalities, and its strengths, it will drive actions towards achieving the Joint Programme’s outputs, while contributing to its outcomes and overall intended impact of countries’ progress towards ending AIDS as a public health threat.

What is the result chain for the 2022 – 2026 UBRAF?

The result chain clarifies the cascade for the results and over time with clear linkages between the 2-year Workplan and the 5-year high level results.

How is this different and an improvement from past ways of working?

There have indeed been continuous improvements for better performance monitoring over the years, learning from past UBRAFs, external reviews and evaluations including the independent evaluation of the UN system response to HIV 2016-2019 and PCB feedback.
